構(gòu)建高水平高職學(xué)校信息資源共享體系

摘要： 2019年國務(wù)院印發(fā)了《國家職業(yè)教育改革實(shí)施方案》,啟動實(shí)施了中國特色高水平高等職業(yè)學(xué)校和專業(yè)建設(shè)計(jì)劃,標(biāo)志著中國高等職業(yè)教育業(yè)已進(jìn)入"提質(zhì)增效"的發(fā)展階段。面對新的發(fā)展階段,我們不僅需要從理論層面探討高等職業(yè)教育現(xiàn)代化的特征,更需從高等職業(yè)教育內(nèi)生性發(fā)展的結(jié)構(gòu)要素出發(fā),以政策為導(dǎo)向,轉(zhuǎn)變治理思維,探究實(shí)現(xiàn)高等職業(yè)教育現(xiàn)代化的有效策略。其中,專業(yè)群建設(shè)是重中之重。中國特色高水平專業(yè)群建設(shè)需要以"引領(lǐng)改革、支撐發(fā)展、中國特色、世界水平"為目標(biāo),通過理念牽引、現(xiàn)代治理結(jié)構(gòu)構(gòu)建與高水平技術(shù)創(chuàng)新平臺建設(shè)實(shí)現(xiàn)高質(zhì)量發(fā)展。高水平專業(yè)群的可持續(xù)發(fā)展離不開善意共在的高水平高職學(xué)校治理結(jié)構(gòu)。構(gòu)建善意共在的高水平高職學(xué)校治理結(jié)構(gòu)需以共生互動和責(zé)任共擔(dān)為要義原則,在協(xié)商中達(dá)成各主體參與治理的權(quán)責(zé)清單、在交往中拓展校企合作的深度與廣度、在對話中形成內(nèi)外部治理監(jiān)督問詢機(jī)制。著力強(qiáng)化高水平高職學(xué)校"雙師型"教師隊(duì)伍建設(shè)是優(yōu)化高職學(xué)校治理結(jié)構(gòu)的關(guān)鍵,有利于推動高職學(xué)校專業(yè)建設(shè)與專業(yè)改革。然而,在邁向現(xiàn)代化的進(jìn)程中,高職學(xué)校在信息化建設(shè)層面仍存在諸多現(xiàn)實(shí)問題,需要形成政府、企業(yè)和學(xué)校三方合力,加強(qiáng)制度建設(shè),建立信息對稱的資源管理機(jī)制。
In 2019,the State Council issued The Implementation Plan of National Vocational Education Reform and launched the construction plan of high-level vocational colleges and specialties with Chinese characteristics,marking that China's higher vocational education has entered the development stage of "improving quality and efficiency".Facing the new stage of development,the characteristics of the modernization of higher vocational education from the theoretical and structural elements require further investigation,which aim at endogenous development of higher vocational education,change the governance philosophy,and discover the effective strategies to realize the modernization of higher vocational education.Among them,the construction of high-level major cluster is the most important,that must lead the reforms,support the developments,and assure the international level with Chinese characteristics,in order to achieve high-quality development through modern concepts,governance and technological innovation.The sustainable development of high-level major cluster is devoted to the governance structure of high-level vocational colleges.In order to build a high-level governance structure with good faith,symbiotic interaction and responsibility sharing should act as key principles among the major stakeholders.It is essential for each stakeholder from governance to participate in the consultation process,and form an internal and external governance supervision and inquiry mechanism for better communication.It is important to improve the governance structure of vocational colleges by strengthening the structure of double-position teachers,which is beneficial to the professional construction and reform of vocational colleges.However,in the process of modernization,there are still some practical problems in the information construction of vocational colleges.It is necessary to form a joint effort among the government,enterprises and colleges to strengthen the system structure,and establish a resource management mechanism with information symmetry.
