中等職業(yè)教育“雙師型”教師準(zhǔn)入制度研究

摘要: 中等職業(yè)教育"雙師型"教師準(zhǔn)入制度是包括教師資格認(rèn)定和聘任等制度在內(nèi)的一套專門準(zhǔn)入系統(tǒng)。針對(duì)我國(guó)中等職業(yè)教育"雙師型"教師內(nèi)涵理解分歧,以及準(zhǔn)入系統(tǒng)面臨法律效力低、制度體系不健全和制度運(yùn)行監(jiān)管不到位的窘狀,結(jié)合"雙師型"教師內(nèi)涵的界定,提出將"雙師型"教師準(zhǔn)入制度納入相關(guān)法律規(guī)范,由教育主管部門牽頭制定《職業(yè)院校"雙師型"教師管理辦法》,完善準(zhǔn)入制度體系。以建立權(quán)利清單、明確利益相關(guān)方法律責(zé)任、優(yōu)化監(jiān)管方式等策略,健全中等職業(yè)教育"雙師型"教師準(zhǔn)入制度。 The access system of "double-qualified" teachers in secondary vocational education is a set of special access system including the system of teacher qualification and appointment. In view of the divergent understanding of the connotation of "double-qualified" teachers in secondary vocational education in China, the access system of "double-qualified" teachers in secondary vocational education is facing the dilemma of low legal effect, imperfect institutional system and inadequate supervision of institutional operation. Combining with the definition of the connotation of "double-qualified" teachers, this paper puts forward that the access system of "double-qualified" teachers in secondary vocational education should be incorporated into relevant legal norms, and the administrative department of education should take the lead in formulating the Management Measures of "Double-qualified" Teachers in Vocational Colleges to further improve the access system. It is necessary to establish a list of rights, clarify the legal responsibilities of interested parties and optimize the supervision methods, in order to improve the access system of "double-qualified" teachers in secondary vocational education.
