加拿大學(xué)徒流動機(jī)制:基于紅印章計劃和學(xué)徒流動協(xié)議的研究

摘要: 學(xué)徒既是獨(dú)立的個體,也是社會人,受到社會經(jīng)濟(jì)文化的影響會產(chǎn)生位移。關(guān)注學(xué)徒的流動問題,建立學(xué)徒的流動保障機(jī)制,有利于合理配置學(xué)徒資源和創(chuàng)新知識技能。加拿大屬于聯(lián)邦制國家,各省和地區(qū)施行學(xué)徒制自治,為促進(jìn)不同省份和地區(qū)的學(xué)徒之間的互認(rèn)和融通,設(shè)計了全國通用的紅印章計劃和省—地區(qū)的學(xué)徒流動協(xié)議。我國學(xué)徒制目前還沒有統(tǒng)一的學(xué)徒資格互認(rèn)標(biāo)準(zhǔn),借鑒加拿大學(xué)徒流動機(jī)制將有利于我國學(xué)徒制度的建設(shè)和完善,提高學(xué)徒就業(yè)率。
Apprentices are not only independent individuals, but also social persons. Under the influence of social economy and culture, there will be displacement. Paying attention to the mobility of apprentices and establishing the mobility guarantee mechanism of apprentices are conducive to the rational allocation of apprentice resources and innovation of knowledge and skills. Canada is a federal country, and each province and region implements the autonomy of apprenticeship. In order to promote the mutual recognition and integration of apprentices in different provinces and regions, the national common red seal program and the agreement of apprentice mobility between provinces and regions are designed. At present, there is not a unified standard for mutual recognition of apprentice qualification in China's apprenticeship. Learning from Canadian apprentice mobility mechanism will be conducive to the construction and improvement of apprenticeship in China, and improve the employment rate of apprentices.
